"Wasting NHS money"

I phoned in for an appointment weeks ago to ask for my implanon to be removed and replaced. 2 weeks later after taking a day off of work, I go to my appointment and am told this is a discuss only! I told them on the phone that my impanon was months over due being taken out and I have been using this method for 10 years! Unfortunately I am not so sure if this is just a big NHS WASTE OF MONEY having a discuss or whether the receptionist has no idea?.
